		<description>The part expanding hate crimes for religion, ethnicity &amp; race seems flatly unconstitutional (assuming Morrison &amp; Lopez are still kicking).  Unlike the GLBT provision which still requires a nexus w/ interstate commerce (under the &quot;circumstances described&quot; provision), the religion / race section totally does away w/ the nexus requirement.</description>
